A static map is just an image. Your data is printed and fused within an image. No interaction is possible. On the point for a map on a blog / emails / prints. Useful on a web widget. Ideal to contextualize a POI. A dynamic map is interactive. The user can zoom, move and most of the time interact with the data displayed on the map. It is the most common usage.
Vector maps offer better user experience : zoom and navigation are much smoother. We recommend using them not only on mobile applications but also on websites, for all use cases. For old generation browsers (aka < IE 11), it is best to fallback on raster maps, as their technology is better supported.
